Neighborhood House Programs
Since 1906, Neighborhood House has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence, health and community building. Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 13,500 individuals. Of those, 80 percent are refugees and immigrants.

Scope
The Neighborhood House Youth Tutoring Programs help young people develop positive attitudes towards school, succeed academically and socially, and be engaged in their communities. The year-round after-school and summer program includes: project-based learning activities, homework tutoring/academic assistance; social and personal development activities; literacy development and arts enrichment; and volunteer opportunities.

Neighborhood House seeks an experienced, competent and caring person to assist in managing a comprehensive youth development program for school age youth. As Youth Tutoring Assistant Coordinator, this individual will be responsible for assisting the Youth Tutoring and Resource Center Coordinator in planning and implementation of an after-school and summer youth program. This position is located in Auburn, WA.

Responsibilities
Direct Service
Assist in planning and designing youth tutoring program activities and resources.
Lead and assist learning activities for youth.
Lead and assist social development activities for youth.
Maintain a safe, respectful and engaging environment for youth and adults.
Assist in identifying community engagement and service opportunities.
Lead and assist in the implementation of activities and events for students, families, staff, and volunteers.

Administration and Collaboration
Assist in youth recruitment and retention.
Assist in tracking student participation, progress and achievement.
Provide the learning center program volunteers with resources and day-to-day and lead support to guide and effectively implement the program.
Collaborate and cooperate with AmeriCorps members, other NH staff, and community partners.
Assist to maintain key project documents and communication to support all aspects of learning center program, including periodic reports, student files and updates.
Prepare and maintain the program facility.
Perform other duties as assigned.

Qualifications
Minimum Qualifications
A.A. degree-plus experience in education, social work or a related field. B.A. degree preferred.
Demonstrated coordination/management experience in a youth services, or K-12 educational setting.
Knowledge of best practices for after-school and summer learning programs.
Knowledgeable in mathematics from K through 12 grade level
Familiarity with local youth serving programs.
Ability to articulate a vision about preparing youth for the future--from social, economic, cultural and personal perspectives--to partners, funders and the community.
Highly positive and enthusiastic style capable of motivating others.
Ability to work as a team member in a multicultural organization and community.
Knowledge of key computer applications (MS Word, Excel, Outlook, Internet, etc.).
Some administrative experience, excellent written and verbal communication skills.
Must be self-starter, dependable, have strong problem-solving skills and the ability to use
good judgment as necessary.
Current First Aid certification (within 30 days of hire).
Current CPR certification (within 30 days of hire).
Current Child Abuse training (within 90 days of hire).
Current Food Handlers Permit (within 30 days of hire).
Must be able to work a flexible schedule that includes some evenings and weekends.
Willingness to comply with established agency performance standards, which require productivity/personal responsibility, client/customer service-orientation and the maintenance of a professional demeanor.
Must pass Washington State Patrol background check (re-checked every two years) and National Offender Public Registry Check.
Must have a valid Washington State driver license, reliable and independent transportation and a clean driving record (no moving violations within the past three years).

Having it all: The work-family balance debate continues

Having it all ? a professional career and a family ? isn't possible, says Anne-Marie Slaughter in a recent Atlantic article. The piece reignited the debate about difficulties for working mothers and the need for more flexible time in the workplace.

Pearson has a message for Anne-Marie Slaughter, the former State Department policymaker who lamented in The Atlantic that her "have it all" approach to work and family didn't go so well: She's not surprised.

The difference? Pearson is happy. She knows that even if having it all is a myth, she'll revert with pleasure to part-time work without guilt or regret.

"I feel that while feminists of the previous generation may have told my generation that we could 'have it all,' we have observed their 'have it all' lives long enough to see through the well-meaning front," said Pearson, who chose to stay in her Midwest hometown for her medical training so relatives can help her and her husband, a teacher, with the kids.

"We're not surprised when someone like Dr. Slaughter reneges, but maybe they are, and they feel they have let us down. It's no one's fault," she said. "It's the nature of the beast when trying to combat hundreds of years of inequity in a matter of decades."

Slaughter, 53, returned to academia at Princeton after two years in Washington, away from her teen boys but with a husband at home and her tenure intact. Since her magazine story last week burst open the debate on the difficulties for working mothers, she has heard from hundreds of women, most of whom were grateful that such a high-flying career juggler has spoken up about the need for more flexibility on the job.

One was a policewoman. Another a social worker. There was a Nobel laureate, and women who were the first in their families to graduate from college.

"They're saying, 'Thank you, I've been looking for honest counsel and haven't been able to find it,'" Slaughter told The Associated Press on Monday.

Consider Ana Homayoun, 33, in San Francisco, among the honest. She works as an education counselor and career trainer for high school and college girls. The toll on their lives gets lost in the have-it-all debate about career and family, she said.

"I talk to them about this issue all the time," Homayoun said. "It's this message that you can and should be able to have it all, all the time, and for a lot of them that seems to be polarizing and shame-inducing because they're really anxious about getting into the real world, and they can't figure out in their own head how they're supposed to make it all work."

For many, she said, waiting until they're Slaughter's age and at her elite level is too late.

"The planning what they want out of their lives needs to start in high school, college, to avoid reacting to a bad situation later," Homayoun said. "A lot of my friends in their 30s are leaving corporate high-powered tracks, not because they lack ambition or talent but because it doesn't seem feasible or workable for the entire arc of their lives."

Kathy Doyle Thomas, 55, is the executive vice president of a book store chain and chairman of the board of the Retail Advertising and Marketing Association. She's still on Plan A as the mother of three who has been juggling home and work for more than a decade.

An Example of Why I Don't Use Creative Commons Licenses

The Smithsonian ran a blog entry today illustrated with a charming firefly photographed by?Terry Priest (?art farmer? on Flickr):

The Smithsonian ran the photo captioned as follows:

No mention of the photographer. Just a link to the Wikimedia Commons database.

Crediting Wikimedia Commons for an image is like attributing a Mark Twain quote to ?The Public Library?. A repository is not the source. Wikimedia Commons did not spend hours creating a technically difficult photograph of an insect in flight. Terry Priest did, and Terry Priest deserves the credit.

This is not just an etiquette breach. Both Wikimedia Commons and Flickr give the following terms for distributing Mr. Priest?s work:

Pay attention to the bit about attribution.

With the photographer uncredited, Smithsonian has not followed the license conditions and is in violation of terms. The firefly is still a copyright-protected image. Creative Commons is not a copyright-free zone. With Smithsonian operating outside the agreement, they have opened themselves up to an infringement lawsuit should Mr. Priest be feeling litigious.

I don?t mean to pick on a fine institution like the Smithsonian. Nor am I suggesting Mr. Priest ought to sue, although he?s legally within his rights to. I?m just using this as representative of the Creative Commons abuses that are rife on the internet.

Creative Commons is a good thing. I would like the organization to succeed. Ultimately, though, the accumulated misattributions of Creative Commons licensed materials are bad for everyone. The more that content?distributors take without giving back, the less incentive creators have to feed material into the system. If open-source art is going to work, users need to be partners, not parasites.

When they slipped into slow wave sleep?a stage previously shown to be associated with memory processing?the researchers softly played back one of the two melodies.

After the subjects woke up, they were able to both melodies more accurately?the helpful effects of a little shuteye, the researchers say. But the volunteers did even better on the ditty they'd heard while snoozing, suggesting sensorimotor skills can be fine-tuned by exposure during sleep.

The scientists stress that the procedure is no shortcut to becoming Scott Joplin?you still have to put in effort while awake. But a little sleep-time study may help you change your tune for the better.

David Blankenhorn, founder the Institute for American Values and a witness at the trial of the ballot which led to California?s gay marriage ban says he will no longer fight against marriage rights for gay couples.

Mr Blankenhorn wrote in an opinion piece for the New York Times that he still believed children had the right ?insofar as society makes it possible, to know and to be cared for by the two parents who brought them into this world?.

But, he said, ?there are more good things under heaven than these beliefs?.

Mr Blankenhorn cited firstly the ?equal dignity of homosexual love? and said that while gay and straight relationships were not the same, ?the time for denigrating or stigmatizing same-sex relationships is over?.

?Whatever one?s definition of marriage, legally recognizing gay and lesbian couples and their children is a victory for basic fairness.?

Secondly, he said ?mutual acceptance? and ?compromise? was a necessary part of living together in society, that ?bending the knee a bit, in the name of comity, is not always the same as weakness? and that he wanted ?conciliation?, not ?further fighting?.

Thirdly, Mr Blankenhorn said the emerging consensus among the broader general public had persuaded him in part to change his views.

The consensus, he said ?may be wrong on the merits?, but ?surely it matters?.

He wrote: ?I had hoped that the gay marriage debate would be mostly about marriage?s relationship to parenthood. [...]

?In the mind of today?s public, gay marriage is almost entirely about accepting lesbians and gay men as equal citizens. And to my deep regret, much of the opposition to gay marriage seems to stem, at least in part, from an underlying anti-gay animus. To me, a Southerner by birth whose formative moral experience was the civil rights movement, this fact is profoundly disturbing.?

He continued: ?With each passing year, we see higher and higher levels of unwed childbearing, nonmarital cohabitation and family fragmentation among heterosexuals. Perhaps some of this can be attributed to the reconceptualization of marriage as a private ordering that is so central to the idea of gay marriage. But either way, if fighting gay marriage was going to help marriage over all, I think we?d have seen some signs of it by now.?

Instead of campaigning against marriage for gay couples, Mr Blankhorn said he would ?like to help build new coalitions bringing together gays who want to strengthen marriage with straight people who want to do the same?.

?For example, once we accept gay marriage, might we also agree that marrying before having children is a vital cultural value that all of us should do more to embrace? Can we agree that, for all lovers who want their love to last, marriage is preferable to cohabitation?

?Can we discuss whether both gays and straight people should think twice before denying children born through artificial reproductive technology the right to know and be known by their biological parents??

Mr Blankenhorn had argued against gay marriage rights in the trial of Proposition 8 in 2010, characterising marriage more as a relationship in which to bring up children than a private relationship between two adults.

That court case ultimately ruled that Proposition 8, a public ballot through which voters revoked the rights of gay couples to marry in California, was unconstitutional. The court said his appearance constituted ?inadmissible opinion testimony that should be given essentially no weight?.

It said: ?Blankenhorn?s opinions are not supported by reliable evidence or methodology and Blankenhorn failed to consider evidence contrary to his view in presenting his testimony.?

Mr Blankenhorn?s Institute for American Values aims to ensure children grow up with both married parents, ?renew the ethic of thrift?, combat ?extremism in the Arab and Muslim world? and ?civilise? public conversation.

He has previously acknowledged benefits of marriage rights for gay couples. In his book the Future of Marriage, he said it would promote stable, committed relationships for gay couples, mean fewer children would grow up in institutions, reduce the incidence of hate crimes and drive progress in the American dream of equal opportunity regardless of an individual?s circumstances.

Human Rights Campaign President Chad Griffin told AP: ?While it can be difficult as a public figure to change course, I applaud him for taking a courageous and principled stand. His experience wrestling with the issue of marriage equality and coming out on the right side of history will be an inspiration to millions of fair-minded who are in the same?place.?

Significant sea-level rise in a two-degree warmer world

ScienceDaily (June 24, 2012) ? Sea levels around the world can be expected to rise by several metres in coming centuries, if global warming carries on. Even if global warming is limited to 2 degrees Celsius, global-mean sea level could continue to rise, reaching between 1.5 and 4 metres above present-day levels by the year 2300, with the best estimate being at 2.7 metres, according to a study just published in Nature Climate Change. However, emissions reductions that allow warming to drop below 1.5 degrees Celsius could limit the rise strongly.

The study is the first to give a comprehensive projection for this long perspective, based on observed sea-level rise over the past millennium, as well as on scenarios for future greenhouse-gas emissions.

"Sea-level rise is a hard to quantify, yet critical risk of climate change," says Michiel Schaeffer of Climate Analytics and Wageningen University, lead author of the study. "Due to the long time it takes for the world's ice and water masses to react to global warming, our emissions today determine sea levels for centuries to come."

Limiting global warming could considerably reduce sea-level rise

While the findings suggest that even at relatively low levels of global warming the world will have to face significant sea-level rise, the study also demonstrates the benefits of reducing greenhouse-gas emissions. Limiting global warming to below 1.5 degrees Celsius and subsequent temperature reductions could halve sea-level rise by 2300, compared to a 2-degree scenario. If temperatures are allowed to rise by 3 degrees, the expected sea-level rise could range between 2 and 5 metres, with the best estimate being at 3.5 metres.

The potential impacts are significant. "As an example, for New York City it has been shown that one metre of sea level rise could raise the frequency of severe flooding from once per century to once every three years," says Stefan Rahmstorf of the Potsdam Institute for Climate Impact Research, co-author of the study. Also, low lying deltaic countries like Bangladesh and many small island states are likely to be severely affected.

Sea-level rise rate defines the time for adaptation

The scientists further assessed the rate of sea-level rise. The warmer the climate gets, the faster the sea level climbs. "Coastal communities have less time to adapt if sea-levels rise faster," Rahmstorf says.

"In our projections, a constant level of 2-degree warming will sustain rates of sea-level rise twice as high as observed today, until well after 2300," adds Schaeffer, "but much deeper emission reductions seem able to achieve a strong slow-down, or even a stabilization of sea level over that time frame."

Building on data from the past

Previous multi-century projections of sea-level rise reviewed by the Intergovernmental Panel on Climate Change (IPCC) were limited to the rise caused by thermal expansion of the ocean water as it heats up, which the IPCC found could reach up to a metre by 2300. However, this estimate did not include the potentially larger effect of melting ice, and research exploring this effect has considerably advanced in the last few years. The new study is using a complementary approach, called semi-empirical, that is based on using the connection between observed temperature and sea level during past centuries in order to estimate sea-level rise for scenarios of future global warming.

"Of course it remains open how far the close link between temperature and global sea level found for the past will carry on into the future," says Rahmstorf. "Despite the uncertainty we still have about future sea level, from a risk perspective our approach provides at least plausible, and relevant, estimates."

Spain requests EU aid, market hopes dim

MADRID/BRUSSELS (Reuters) - Spain formally requested euro zone rescue loans on Monday to recapitalize banks that are laden with bad debts as the euro and shares fell due to investors' skepticism that a European Union summit this week will act decisively on the bloc's debt crisis.

Spanish Economy Minister Luis de Guindos asked for up to 100 billion euros ($125 billion) in a letter to Euro group chairman Jean-Claude Juncker, saying the final amount of assistance would be set at a later stage.

He confirmed his intention to sign a Memorandum of Understanding for the package by July 9 and said the amount should be enough to cover all banks' needs, plus an additional security buffer.

The EU's top economic official, Olli Rehn, said a deal on terms for the loan from Europe's bailout funds could be concluded in a matter of weeks.

"The policy conditionality of the financial assistance, in the form of an EFSF/ESM loan, will be focused on specific reforms targeting the financial sector, including restructuring plans which must fully comply with EU state aid rules," he said.

The rescue, agreed on June 9, is intended to help Spanish lenders recover from the effects of a burst real estate bubble and a recession, which have piled up bad loans and sinking property portfolios. Prime Minister Mariano Rajoy told business leaders he would soon take new measures to revive economic growth and create jobs. He gave no details but said the government remained committed to cutting the public deficit.

Two independent audits last week put the Spanish banks' capital needs in a severe economic downturn at up to 62 billion euros, and a fuller audit will be delivered in September.

Some market economists believe the rescue is merely a prelude to a full bailout for the Spanish state, which saw its borrowing costs soar to euro era record levels above 7 percent early last week, although they have eased to below 6.50 percent.

Spanish and Italian bond yields began to rise again on Monday as markets digested the outcome of a meeting of leaders from the euro zone's four biggest economies in Rome last Friday at which German Chancellor Angela Merkel rejected any new financial commitments to underpin the single currency.

A German government spokesman said on Monday that Merkel was worried that just before the full EU summit on Thursday and Friday, people were expressing a wish for "supposedly easy solutions" such as shared liability.

A working document prepared by top European Union officials calls for the gradual introduction of a banking union, starting with supervisory power for the European Central Bank and developing a deposit guarantee scheme based on pooling national systems, with a levy-funded bank resolution fund.

BERLIN REJECTION

Berlin has so far rejected any joint deposit guarantee or resolution fund, as well as proposals that euro zone governments should assume joint responsibility for each other's debts.

Finance Minister Wolfgang Schaeuble hammered home this message in weekend interviews, saying that throwing more money at the crisis would not solve the problems, and telling Greece it must try harder rather than seeking to soften bailout terms.

"We have to fight the causes," Schaeuble told German TV network ZDF. "Anyone who believes that money alone or bailouts or any other solutions, or monetary policy at the ECB - that will never resolve the problem. The causes have to be resolved."

He cited Ireland and Portugal as countries that were succeeding in their EU/IMF adjustment programs and said Greece had not made a sufficient effort.

Merkel and French President Francois Hollande, whose position is close to that of the top four EU officials, will have one more try at narrowing their differences before the summit on Thursday and Friday.

But the German leader has shown no sign of relenting in her refusal to take on new liabilities for German taxpayers until other euro zone states agree to hand more sovereignty over national budgets and economic policies to EU institutions.

Hollande took the opposite position on Friday, saying there could be no more transfer of sovereignty until there was greater "solidarity" in the EU.

The two-day EU summit will be the 20th time leaders have met to try to resolve a crisis that has spread across the continent since it began in Greece in early 2010.

Greece's new prime minister Antonis Samaras and his finance minister Vassilis Rapanos will both miss the summit, and a visit by "troika" inspectors representing the country's international creditors due this week has been postponed.

Samaras is recovering from eye surgery he underwent on Saturday and Rapanos is in hospital after suffering from nausea before he could be sworn in.

The German spokesman said no decisions would be taken on Greece at the summit as the "troika" inspectors from the European Commission, ECB and the International Monetary Fund must first assess Greek compliance with its 130 billion euro bailout agreement before any renegotiation could be considered.

The Samaras government, which was sworn in last week, has called for the renegotiation of the terms of Greece's bailout, which is keeping the country from bankruptcy but at the cost of great economic suffering.

Ireland and Portugal have also required sovereign bailouts and the crisis now threatens Spain and Italy. Cyprus, one of the euro zone's two smallest economies which is heavily exposed to Greece, is also on the brink of needing a rescue.

Cyprus's president has convened a meeting of the country's political leaders on Tuesday to discuss economic issues amid speculation that it may request assistance after ratings agency Fitch cut its sovereign debt to non-investment grade.

The euro zone has set up two rescue funds to try to contain the crisis, the temporary EFSF and the permanent ESM, due to come into force next month, but markets have so far judged that they contain too little money and their governance is too inflexibly to be effective.

Spokane Mayor David Condon is already building a campaign chest for a race in which he faces no opponent ? at least not?yet.

Condon said at a news conference earlier this month that he intends to run for re-election in?2015.

?I?ve got 36 months left, folks,? Condon said June 1. ?From today, I?ve got three years to prove to the citizens that I?ve done what they?ve wanted me to?do.?

Condon already employs a part-time campaign manager. He mailed a request for money to supporters in April that warned of ?special interest groups? blocking change at City Hall, and he is holding a barbecue fundraiser this?week.

His early re-election efforts are a departure from past mayors, who generally didn?t start significant fundraising efforts or maintain paid campaign staff until much closer to Election?Day.

The strategy of previous incumbents hasn?t proven fruitful. No Spokane mayor has won a second term since David Rodgers nearly 40 years?ago.

Condon already has raised about $25,000 and spent nearly $10,000 on his 2015?campaign.

?The mayor wants to maintain contact with supporters,? said Condon?s campaign manager Tyler Whitney. ?He also wanted to maintain contact through his campaign?tools.?

On Wednesday, Condon?s campaign will earn $40 per person or $320 per table at a barbecue at the home of Myrtle Woldson, a businesswoman and philanthropist who lives near the mayor and contributed to his campaign last?year.

Some of Condon?s fundraising techniques are similar to those of his former boss, U.S. Rep. Cathy McMorris Rodgers, R-Spokane. His campaign kickoff brunch last year was a breakfast at the downtown Doubletree Hotel. Businesses or other contributors could sponsor tables, and attendees were hit up for more money after a video and a speech. McMorris Rodgers used the same format at her re-election campaign kickoff in the same hotel ballroom this?year.

Condon served as McMorris Rodgers? district director until he became a candidate for?mayor.

In April, Condon mailed a letter coinciding with his first 100 days in office, outlining his?accomplishments.

?Not everyone acknowledges our progress,? said the letter. ?After a commanding win in November, naysayers are already attacking our accomplishments. The special interest groups do not want to see change at City Hall. It is imperative that I have the resources to counter these?attacks.?

Spokane City Council President Ben Stuckart said he is unsure what ?special interest groups? Condon is referring?to.

?I definitely have not seen an organized effort to discredit the mayor?s accomplishment thus far,? Stuckart?said.

Whitney said Condon wasn?t referring to city unions or any specific person or?group.

The line ?served as a reminder that even while making great progress, there will always be mudslingers like Ms. Riordan who would rather try to score cheap political points than pick up a shovel and help Spokane move forward,? Whitney wrote in an?email.

The ?Ms. Riordan? he?s referring to is Tanya Riordan, who worked last year for the liberal activist group Fuse Washington and filed a complaint against Condon?s campaign with the state Public Disclosure Commission before Condon?s?election.

Commission staff members examined the complaint this month and determined that it deserved further investigation. PDC spokeswoman Lori Anderson said it will be assigned to a staff member, a report will be written and the commission will make the final call about possible violations. The maximum penalty the commission can issue is a $4,200?fine.

?Riordan?s complaint stems from donations the state Republican Party made to Condon?s campaign. Within three days last October, the party received five contributions totaling $25,000 from Spokane County businesses and residents. The donations were directed to a fund set up to aid candidates in municipal and county races; the fund received no other contributions from Spokane County sources in?October.

Two weeks after the money came in, on Oct. 27, the state GOP gave David Condon?$25,000.

Two of the five contributors were companies owned by Condon?s brother, Ted Condon. Four of the five, including one of the companies owned by his brother, had already given the maximum amount allowed to Condon?s?campaign.

State law bars parties from promising donors that their contributions will go to certain campaigns, a practice known as??earmarking.?

Condon and state party leaders say no promises were made and that earmarking did not?occur.

?This is a zombie complaint,? Whitney said. ?It should have died with the?campaign.?

Sharon Smith, the chairwoman of the Inland Northwest Leadership Political Action Committee, said Riordan filed the complaint because the contributions ?looked to us like outside the bounds of a miracle?incident.?

Smith?s PAC supported ex-mayor Mary Verner in the 2011?election.

?That?s all we wanted, was for them to take a look at it,? Smith?said.

After Riordan?s complaint was filed, the party contributed another $38,000 to Condon?s?campaign.

Condon raised $318,000 for his 2011 campaign, the most ever raised by a candidate for Spokane mayor, at least since the city?s form of government switched to a strong mayor system in the 2000 election. Condon?s opponent, Verner, only raised about $126,000. The most previously raised by a candidate for Spokane mayor in the strong mayor era was John Powers in 2000. He raised about?$290,000.

Stuckart, who is the only nonjudicial Spokane city official who is elected citywide beside Condon, said he wouldn?t rule out running for mayor in 2015 when asked last?week.

?In my world I haven?t yet had the time to say, ?What am I going to be doing in 2015 and let?s start planning for it,? Stuckart said. ?We?ll approach that subject in?2014.?

Animal Attraction: U.S. Senate Approves Animal Fighting Amendment

The Humane Society of the United States and the Humane Society Legislative Fund applauded the U.S. Senate for approving an amendment, by a vote of 88 to 11, introduced by Sen. David Vitter, R-La., and strongly backed by Sens. Richard Blumenthal, D-Conn., Maria Cantwell, D-Wash., Mark Kirk, R-Ill., Scott Brown, R-Mass., and Agriculture Committee Chairwoman Debbie Stabenow, D-Mich., which closes loopholes in the federal animal fighting law related to attendance at dogfights and cockfights.

The federal animal fighting law already makes it a felony to stage fights, possess or train animals for fighting, or to move animals or cockfighting implements in interstate commerce for fighting purposes.? The Vitter amendment prohibits attendance at organized animal fights and imposes additional penalties for bringing a child to these bloody and illegal spectacles.

The amendment, approved during consideration of the Farm bill, is nearly identical to S. 1947, the Animal Fighting Spectator Prohibition Act, introduced by Sens.? Blumenthal, Kirk, Cantwell, and Brown.? A House version of the bill, H.R. 2492, introduced by Reps. Tom Marino, R-Pa., and Betty Sutton, D-Ohio, has nearly 200 co-sponsors. The original Senate animal fighting amendment was not included in the approved list of amendments to be considered on the Farm bill, but a previously approved Vitter amendment dealing with television and film extras who bring their pets onto sets was modified to allow consideration of the animal fighting issue.

Over the past decade, Congress has strengthened the penalties for and closed major loopholes in the federal law addressing dogfighting, cockfighting, and other forms of animal fighting but has left the issue of spectators unaddressed. This legislation will correct this remaining gap in federal law to allow for a more comprehensive crackdown on this barbaric activity.

?Spectators are participants and accomplices who enable the crime of animal fighting, make the enterprise profitable through admission fees and wagering, and help conceal and protect the handlers and organizers,? said Wayne Pacelle, president and CEO of The HSUS. ?Federal investigators who raid large-scale animal fighting operations may soon be able to prosecute the entire cast of characters who sustain dogfighting and cockfighting.?

?We?ve made great strides in outlawing the cruel abuse of animal fighting, but I?m honored to have worked with a bipartisan group of senators to also make it much more difficult to attend these garish spectacles?especially with a minor,? said Sen. Vitter.

?Despite efforts by Congress to put an end to animal fighting, this cruel sport continues to exist throughout the country and is financed by thousands of dollars from spectators who contribute to the blood sport. When animal fighting involves players from a number of different States, local law enforcement simply lacks the power to deal with it and to root out the entire operation,? said Sen. Blumenthal.

?This amendment gives local law enforcement the tools they need to crack down on illegal animal fighting. I was proud to cosponsor this bipartisan amendment and to work with Senators Blumenthal and Vitter to ensure its passage. Enacting tough penalties is an important step to ending the cruel practice of animal fighting," said Sen. Cantwell.

It is illegal in 49 states to be a knowing spectator at an animal fight. A majority?29 states?impose felony-level penalties on spectators. This legislation imposes federal misdemeanor penalties for knowing attendance and felony penalties for knowingly causing a minor to attend.

The law would not affect ?innocent bystanders,? because organized animal fighting is a federal crime and illegal in all 50 states; this activity is highly clandestine, and spectators don?t just accidentally happen upon a fight. They seek out the criminal activity at secret locations, often need passwords to enter, and pay admission fees for the opportunity to watch and gamble on the gruesome show?facts that a prosecutor might use as evidence to prove that a defendant knowingly attended.?

Self-cannibalization and computer graphics win 2012 Kyoto Prizes

The Inamori Foundation announced this year?s Kyoto Prizes today. Dr. Yoshinori Ohsumi won the prize in Basic Science, and Dr. Ivan Edward Sutherland won the prize in Advanced Technology.

Ohsumi, a professor at the Frontier Research Center of the Tokyo Institute of Technology, won for his pioneering work on autophagy. From the Greek for ?self-eating,? autophagy is a process by which cells break down and recycle their own proteins. Cells do this for a variety of reasons: to remove harmful bacteria, as a response to starvation, and to repair damaged cell components. Scientists now believe that reduced autophagy is involved in aging and neurodegenerative diseases such as Alzhieimer?s. Ohsumi was the first scientist to observe autophagy in yeast, and he subsequently identified several genes necessary for autophagy.

Sutherland, a visiting scientist at Portland State University, was awarded the prize for his work on computer graphics, visual simulations, computer aided design (CAD), computer modeling, and virtual reality. His 1963 computer program Sketchpad is the predecessor of many modern graphics-based applications. With Sketchpad, users created graphics with a light pen and could then manipulate lengths and angles in their designs. It demonstrated that human-computer interaction could be used for both technical and artistic purposes. Sutherland?s work on the timing of computer circuits was the subject of an article in Scientific American in July 2002.

The Inamori foundation created the Kyoto Prize in 1985 ?to honor those who have contributed significantly to the scientific, cultural, and spiritual betterment of mankind.? Ohsumi, Sutherland, and the philosophy and arts winner Gayatri Chakravorty Spivak will each receive a diploma, a medal, and 50 million yen (approximately $630,000) at a ceremony in Kyoto in November.

Last year the Kyoto prize in Basic Science went to astrophysicist Rashid Sunyaev of the Max Planck Institute for Astrophysics and the Advanced Technology prize to materials scientist John W. Cahn.
